Evil and democratic utopia: autonomy of the tutorial council and the consequences for child public policy

This paper discusses the institutional autonomy of the Guardianship Council (CT) of Horizonte municipality. There was a reflective effort to think about the question of institutional autonomy given that this is the basic assumption that the agency put into practice the guidelines which they are relevant. For this, we need to list the webs of relationships that are built in the election who choose the members. Reflect on the everyday practices of guardianship counselors and the repercussions of the professional do to guarantee the children’s rights and duties. The methodological approach included the exploration of a case, specific, a guardianship counselor in which was combined with the look of the other members of the CT in order to make a vocation of photography and identity of the persons who enter this space. Participant observation with the tutelary councilors of the Municipality of Horizonte and conversations with guardianship counselors from other the State of Ceará municipalities timely occurred when Congress Regional and State. This research was conducted with the tutelary counselors who composed the management between the years 2010 to 2015. And in the bigger picture, we sought to intend these issues to think about the meanings of democracy, representation and social participation.
