This study aimed to understand the Managerial Skills of the public health institution governing body recognized as a reference for the state of São Paulo and unique model in Latin America. It also sought to answer the questions: which managerial competences are part of the managerial activities of the studied institution, from the perspective of its directors? What initiatives to develop managerial competencies have been adopted by the institution? To that, a study case of the State Program STD / AIDS São Paulo was conducted, which investigated its governing body through two instruments, a questionnaire and a script of interviews applied in their work environment. The competences were classified according to the theoretical model recommended by Quinn (2003). As a scientific contribution, the study detected the need to include humanization competence in the theoretical model for analysis of public health institutions. It was evidenced the presence of all the competences foreseen in the theoretical model in different levels. The program is inserted in the human relations model. The managerial skills of the program managers and the management skill development gaps that are recommended to be filled were identified.
