This paper analyzes educational policies followed by different Spanish governments upon Compulsory Secondary Education. Basic education comprises both Primary Education and Compulsory Secondary Education. The main features of these policies are the presence of two paramount factors: comprehensiveness and attention to diversity. We focus upon the analysis and interpretation of the meaning of the both terms. Once defined and pointing to the debates and controversies around them, we analyse how these two terms of the Compulsory Secondary Education have been addressed by the four general educational laws adopted in Spain from 1990 to the present day. We conclude by pointing the necessity of reaching an educational agreement to avoid the non-stop normative change that occurs whenever a new government rules the country.
