From managerialism to constructivism

a historical review of social participation in public policy evaluations

Abstract

The research presents the itinerary of construction of the main perspectives for the evaluation of public policies, emphasizing their specificities in the process of incorporating the political debate in Brazil, bringing, finally, the 4th generation constructivist evaluation as an alternative to hegemonic methods. It presents itself as an apt tool to investigate reality, having in social participation its founding element of investigation. It is justified in the need to present new formats of evaluative doing, based on a paradigm focused on the reality of the subject inserted in politics. The methodology used was inductive, with emphasis on the historical descriptive method and bibliographic research. In the final considerations, impressions are presented about this evaluative activity, relating its relevance to the understanding of the evaluated realities.

    PhD student in Development and Environment at the Federal University of Ceará (PRODEMA/UFC). Master in Public Policy Assessment from the Federal University of Ceará (PPGAPP/UFC). Graduated in Economic Sciences from the Federal University of Ceará. She is a researcher, member of the Marine Economics Research Center (NEMA) at FEAAC / UFC.

  • Gil Célio de Castro Cardoso, Federal University of Ceara

    PhD in Social Sciences (Regional Development) from the Federal University of Rio Grande do Norte and in Economics (Economy and Business) from the Autonomous University of Madrid. Master in Education (Popular Education) from the Federal University of Paraíba and in Economics (Economic Development and Public Policies) from the Autonomous University of Madrid. Graduated in Economic Sciences from the Federal University of Ceará. He completed a postdoctoral internship at the Institut des Hautes Etudes de L'Amérique Latine at Université Paris III (Sorbonne Nouvelle) and at the Center for Sustainable Development at the University of Brasília. He is currently an associate professor at the University of Brasília, working on a temporary basis at the Federal University of Ceará.
