Learning recovery: fact or myth ?

This paper aims to analyze public policies of recovery of learning related to rules, laws
and some existing post-modern theories, focusing on education quality as a human condition
and a social right. This text provides historical, post-neoliberal, globalized, capitalist and social
background in which we live, and school activities reflecting through the historical critical design efficiency and effectiveness in teaching and learning process considering the practice held in municipal schools of Basic Education in Franca/SP/Brazil. Thus, this research used bibliographic, documentary and qualitative approaches together with historical-critical conception. We observed the need of discussion related to the subject and the need of the subject be part of the schedule of public administration, represented by the education secretary, as the main subject in order to reorganize the existing instruments as well create mechanisms and public policies to ensure students successful who are submitted to the project of recovery learning.
