This article aims to identify and analyze the reasons for the introduction of organizational innovations in bureaucratic contexts. Apart from the specific structural elements and routine processes focused by the economic analysis, we propose a transdisciplinary approach that allows manufacturing analysis instruments which enable the identification of emerging patterns (trends and/or latent transformations) with broader implications. This proposal is based on empirical research, in which the study categories were constructed based upon local direction concerns and the backdrop of its ineffective restructuring programs. Such work intended to offer new explanations on the way of local theories with general implications embodied in the mapping and description of the research categories and its organization.
