Abstract

The study analyzed the participation of municipal councils in drafting the Municipal Education Plan (PME) in the role of intermediaries between society’s aspirations in education and the state. The objectives were to identify the composition of the boards of a municipality of São Paulo, check his way of acting and analyze popular participation through the Councils in the development and implementation of EMPs. As instruments for data collection, in addition to document analysis, this research made use of semi-structured interviews with presidents of municipal councils, we used qualitative methods of discourse analysis. The results showed that despite the legal requirement for participation of the Councils in the execution of SMEs, it is not enough to actually occur the participation of society in the implementation of this policy. The desired class action requires appropriation of a participatory democracy culture, which does not happen in this city.
