Firstly, this research presents the fundamentals of state capacity through the exposition of its various aspects and conceptualization difficulties. Then, the dynamic capabilities of the public sector are addressed, their definition, application and how analyses from the perspective of dynamic capabilities relate to and differ from state capacities in general. After the theoretical exposition, a case study is carried out in order to identify the presence and influence of state capacities and dynamic capabilities to deal with crises. The strategy adopted by Vietnam to combat the COVID-19 pandemic was chosen because it is considered an example of success in containing the first waves, thus being able to highlight the capacities/capabilities involved.
