Affirmation, specification and multiplication of human rights in the conceptions of Norberto Bobbio’s organizer and mechanics of State

The affirmation of human rights in the modern period occurred mainly with the declarations of rights of the United States (1776) and of France (1789) and the Universal Declaration of Human Rights (1948). After approval of the Charter of 1948 by the UN General Assembly occurred the specification and human rights multiplication. This article revisits these events and documents, makes the description of its features and points out the causes of the detailing (especificacion) and the increase (multiplication) of human rights. The work also exposes the organismic and mechanistic theories of the state, showing that the first priority in relation to all its parts as the second works with reverse rationality, prioritizing its parts in the whole. The objective of this article is to present the evolution of human rights in the modern period and find out how the organismic and mechanistic theories can be articulated and dialogue with such rights, if both can really.
