The redistribution of universal versus recognition of difference
the challenges of state in the implementation of public policy

This work it is a theoretical research from the reflections on the challenges of the State and the policy of universal redistribution and recognition policy, which are based on the conflict between the design that requires that all people are equally worthy of respect and treatment (universal policy) and the notion of recognition of difference, which seeks the defense of minority or subaltern groups: sexual minorities, racial and ethnic. For example, the recognition policy. Some references were used: Nancy Frasser (2007), Habermas (2000), Charles Taylor (2000), Enrique Dussel (1995), Giovanni (2009). The choice of these authors is based on the contrast between their positions on the state: those who defend the radicalization of fundamental rights, which are recognized by the community, not just established by the State and by the position of defending the state as protector particular values for certain crops, in order to ensure continuity and conservation of such principles.
