Abstract
This work aims to make a theoretical parallel, highlighting similarities and divergences between theories of elites and theories of policy analysis, essentially the Advocacy Coalition Framework - ACF. Retrieving the contributions of classic authors such as Mosca, Pareto, Michels, Schumpeter, Mills and Dahl this article constitutes an exploratory study in the direction of drawing parallels and proposing approximations with the contributions of Sabatier and Jenkins-Smith in the Advocacy Coalition Framework. As a result, the work highlights the similarity of the ACF’s policy subsystems with the pluralist elites and proposes an approximation between the fields through the incorporation of research models and related objects of analysis.
