This paper aims to present an analysis of the real situation experienced by various people with disabilities. This analysis is carried out towards the content of the National Disability Policy and, mainly, from the experiences of the same people with disabilities, placing them at the center of the public good; It is qualitative and within the existing methodologies, the characteristics of the ethnographic method will be addressed, thus characterizing a culture with disabilities, which is the subject of discussion and analysis, as a proposal by the undersigned. Indeed, building a social culture on disability has been a challenge in the 21st century, with paradigmatic changes that concern it and that are part of the history of people with disabilities, cited by Agustina Palacios, the paradigms of dispensation or traditional, the rehabilitative biological doctor and the social approach and, that of human rights. This last approach is precisely the one that is placed on the international scene and, mainly, based on the international instrument ratified by Guatemala, like many countries of the Latin American or world region, which is the Convention of United Nations on the Rights of the persons with disabilities.
