Abstract

Since the beginning of the Modern Age, secrecy has been a very important matter in international relations. The condition of general distrust and rivalry between states as well as the interest of the rulers to conduct foreign policy in an autonomous and unique way led over the centuries to the consolidation of a strong code of secrecy around their intergovernmental relations. Nevertheless, even in 1795 the philosopher Kant had already warned about the need to put an end to secret treaties as a prerequisite for achieving the perpetual peace, and since then the demand for the opening of international politics has expanded, reaching an unprecedented scale in recent decades. With this in view, this paper proposes a depth analysis about the historical dilemma and the complex tension between secrecy and transparency in international relations. With special attention to the U.S. case, the aim is to identify limits and possibilities for further advance of transparency in the realm of international politics, in the context of the current Information Age.
