Abstract

This article aims to expose the arguments of the social groups that dispute Special Education in Brazil, present in Decree nº 10.502/2020. Documents released by the federal government were analyzed, as well as those prepared by private institutions considered to be reference in the area, such as Fenapaes, Feneis and Pestalozzi. The analysis was carried out based on Gramscian concepts, namely, integral state, political society, civil society and hegemony. We present three arguments from those found in these documents: 1) Many students who are the target audience of special education do not benefit from regular schools; 2) Specialized schools offer numerous benefits for special education; 3) The family can choose the best place for the student's schooling. We noticed that there are arguments in consensus between the documents released by the federal government and private entities and that Decree nº 10.502/2020 proposes to reinforce the business logic in the area of Special Education and expand privatization. We highlight the importance of the fight for a public, face-to-face, state, secular education, with public funding and exclusively for public schools.
