Public policies and associative territoriality in the Uruguay rural envirobment

Abstract

This article aims to explain how, in contemporary Uruguay an agriculture, public policies are oriented towards associative forms. To do so, the main public policies linked to the rural environment that are related to the associative forms in the period 2015-2021 are addressed. The notion of associative territoriality is used to account not only for the productive dimension, but also for the forms of work organization and the relationship with material goods. Based on these elements, the policies researched are mapped from secondary information and interviews with qualified informants, to present their territorial distribution, dimensions addressed by the policies, their permanence in time and the related institutionality. As a result of the identification and analysis, this article shows that public policies related to associative territoriality in a context of left-wing governments are usually linked from a single dimension and, therefore, enable low-intensity projects.
