an Analysis of Adaptations in the Context of the Covid-19 Pandemic

Abstract

This paper aims to analyze the adaptations that occurred in the process of popular participation in the Public Hearings of the PPAG in Minas Gerais in 2020 due to the context of the Covid-19 pandemic. For this, a descriptive research was carried out, using the case study as a strategy. Public hearings in the years 2019 and 2020 were analyzed, the first year outside the pandemic context and the second within this context, both contained in the PPAG 2020-2023 cycle. It was possible to describe the functioning of Public Hearings and compare their scope. Thus, there was a decrease in the number of participants and entities represented, comparing 2019 and 2020. In total, the number of suggestions received also decreased. However, when comparing the number of participants with the number of suggestions received, it can be seen that they were more active in 2020, with an average of 1.41 suggestions per participant against 0.47 suggestions in the previous year. Regarding the number of interventions generated by these suggestions, the trend is similar. These results demonstrate that despite the reduction in the total number of participants and entities in the participation process, there was greater effectiveness, with a greater number of suggestions and a greater number of interventions in the budget instruments per person.
