Abstract

This paper aims to examine the impacts that the Rwandan genocide has posed to the succeeding African Peace and Security Architecture. Thereafter, the paper demonstrates that the urge to avoid similar humanitarian tragedies in the continent was a key factor in the debates that culminated in the transformation of the Organization of African Unity (OAU) to the African Union (AU), as well as in the inclusion and appreciation of the non-Indifference principle within the AU security framework. Despite its interest in solving existing conflicts in the African continent, which can be highlighted in the emergence of several peacekeeping missions, AU’s performance was substantially constrained by the lack of resources to instrumentalize such initiatives, still dependent on the inputs of extra-regional powers and international organizations, remarkably the United Nations (UN). In methodological terms, this paper is based on primary and secondary sources considered relevant to the topic.
