Resumo

Desde a independência da Índia e do Paquistão, em 1947, perante a colonização britânica, as relações entre ambos países têm sido marcadas por disputas territoriais e corridas nucleares, contribuindo para a propagação de desconfianças, inseguranças e constantes percepções de ameaças, que perduram até a segunda década do século XXI. Nesse sentido, cada um dos dois países buscou realizar parcerias com potências nucleares: o Paquistão tradicionalmente com a China, e a Índia, por sua vez, aprofundou sua parceria com a Rússia em diversos âmbitos – com destaque para Defesa e Energia, através do acordo materializado em 2014 pela Declaração Conjunta de Druzhba-Dosti. Consequentemente, este estudo analisa a parceria russo-indiana, suas motivações e suas repercussões regionais, no que tange às relações indo-paquistanesas, à construção de projetos pacifistas na região e ao envolvimento de atores regionais – com destaque especial para Rússia e China.  Tanto Índia quanto Paquistão deverão, por conseguinte, agindo como atores racionais e em consequência do acordo russo-indiano, manter seus programas nucleares, buscando, nesse sentido, fortalecerem-se através de parcerias estratégicas com outros players regionais e globais, dissuadindo um ao outro e almejando, cada um, a construção de uma hegemonia artificial, a priori no subcontinente indiano e posteriormente em âmbito macrorregional.

Abstract: Since the independence of India and Pakistan in 1947, in the face of British colonization, relations between both countries have been marked by territorial and nuclear race disputes, contributing to the spread of mistrust, insecurity and constant perceptions of threats that persist until the second decade of the twenty-first century. In this sense, each of the two countries sought to form partnerships with nuclear weapon states: Pakistan traditionally with China, and India, in turn, deepened its partnership with Russia in various areas – especially Defense and Energy, through the treaty materialized in 2014 by the Joint Declaration of Druzhba-Dosti. Consequently, this study analyzes the Russian-Indian partnership, their motivations and their regional repercussions, with regard to the Indo-Pakistani relations, the construction of peace projects in the region and the participation of regional actors – with special highlight to Russia and China. Both India and Pakistan should therefore act as rational actors and as a result of the Russian-Indian agreement, maintain their nuclear programs, seeking, in this sense, to strengthen themselves through strategic partnerships with other regional and global players, deterring each other and longing, each one, the building of an artificial hegemony, a priori in the Indian subcontinent and next in macro-regional context.
