Do Discurso à Prática: a noção de cidade global e as novas agendas urbanas africanas / From Discourse to Practice: the notion of global city and the new african urban agenda

Resumo

As modificações espaciais resultantes do fenômeno do capitalismo global se refletem nas cidades e nas agendas governamentais a partir de novas e mais complexas formas de produção e apropriação dos espaços urbanos. As variáveis da relação entre as cidades e o fenômeno global são materializadas em dinâmicas distintas, apostando, sobretudo, no crescimento econômico e na competitividade internacional. A busca por papéis globais de maior relevância e competitividade internacional em termos de investimentos e recebimento de fluxos financeiros faz da noção de “cidade global” mais que um mero elemento discursivo. O presente artigo traz o foco para a realidade urbana do Sul Global, tratando do cenário africano de maneira especial e observando as agendas urbanas de algumas de suas principais cidades. Por meio destas buscamos demonstrar como o conceito de cidade global e os moldes que direcionam os governos africanos são mais que simples instrumentos de um discurso, se constituindo, sobretudo, como pontos de referência às práticas e políticas de configuração dos espaços urbanos. O artigo chama atenção, ainda, à contradição dos projetos de aspiração global, que opõem as dinâmicas de conexão à conformação da fragmentação urbana e desigualdade sócio-espacial, estabelecendo-se de maneira particular nas cidades africanas.

Abstract: The spatial changes resulting from the globalization phenomenon are reflected in cities and government urban agendas as new and more complex forms of production and appropriation of urban spaces. The variables of the relationship between cities and the global phenomenon are embodied in distinct dynamics, focusing mainly on economic growth and international competitiveness. The search for a more relevant part at the global scenario and for international competitiveness in terms of investments and financial flows, makes the notion of "global city" more than a mere discursive element. This article aims to bring our attention to the urban reality of the Global South, focusing specifically at the African scenario and at the urban projects of some of its main cities, in order to demonstrate how the concept of global city that guides African governments is more than a mere discoursive instrument, figuring as reference points to practices and policies for the configuration of urban spaces. The article also draws attention to the contradiction of these “global projects”, reflecting about the opposition of their dynamics of global connection and the conformation of urban fragmentation and sociospatial inequality, specially represented by some of the african cities here presented.
