Ontologias públicas sobre governo eletrônico

Uma Revisão Sistemática da Literatura

Resumo

No contexto de construção e disponibilização de serviços do Governo Eletrônico – eGov – é importante avançar na modelagem de alto nível, buscando a representação do conhecimento sobre este domínio. O problema se apresenta como uma questão de generalidade e independência dos conceitos envolvidos. Na busca por soluções, diversas iniciativas acadêmicas e governamentais buscam o consenso sobre os processos de governo e a definição de suas entidades básicas. Para que os modelos ontológicos e artefatos de sistemas possam ser usados de modo razoavelmente independente de fronteiras geográficas, é preciso a definição e aceitação de todos os envolvidos. Visando a consecução de tal objetivo é necessário haver um amplo consenso entre os projetistas, facilidade de uso e flexibilidade de reuso e particularização. O objetivo deste trabalho é efetuar uma Revisão Sistemática da Literatura sobre este assunto e, apresentando seus achados, direcionar as futuras pesquisas. Foram identificados 236 trabalhos e, após aplicação de critérios de exclusão, foram analisados 24 artigos. Concluiu-se que há um número razoável de modelos que podem ser reusados, por encontrarem-se em bom nível de aceitação e utilização internacional.
