Resumo

O propósito central do artigo é o de analisar a existência de quatro elementos que influenciam a ação de política externa do governo brasileiro na área dos biocombustíveis. O primeiro trata da evolução do etanol no Brasil e da recente alteração do perfil energético brasileiro. O segundo aborda o posicionamento brasileiro durante os governos Lula e Rousseff. O terceiro analisa a dinâmica das ações bilaterais da política externa com os Estados Unidos. O quarto destaca o transbordamento dessas ações para o âmbito multilateral. Por último, considerações finais são traçadas. A análise do processo indica o adensamento da interação entre Brasil e Estados Unidos, a relevância para a agenda positiva e os desafios para a consolidação do tema.

Abstract: The main purpose of this paper is to analyze the existence of four factors that influence the Brazilian foreign policy on biofuels issues. First, the evolution of ethanol in Brazil and the recent change in the Brazilian energy profile. The second assesses the Brazilian  position  during  Lula  and  Rousseff  administrations.  A  third  analyzes  the dynamic of the bilateral actions regarding the United States. The fourth stresses the spill over of these actions to the multilateral dimension. In the last part, final considerations are outlined. The analysis of the process indicates the strengthening of the interaction between Brazil and the United States, the relevance for the positive agenda and the challenges for the consolidation of the theme.
